1900 Hawaii Territory election
1 Delegate to Congress 15 Territorial Senators 30 Territorial Representatives |
The Hawaiian Organic Act integrated Hawaii as a territory of the United States and required the first territorial elections to be held on November 6, 1900.[1]
The elections were for Delegate to Congress, territorial senators and territorial representatives. The Governor of Hawaii was a position appointed by the U.S. president,[2] and county government would not be approved until 1905.[3] Voters selected a delegate for the remaining ‘unexpired’ term of the 56th Congress and a delegate for the full term of the 57th Congress. Results are held by the Hawai’i State Archives.[4]
Multi-Member Districts

- ^ a b c d Hilo Tribune, Saturday, November 10, 1900, Page 1
- ^ a b The returns at the Hawai’i State Archives for this race are disaggregated by territorial representative district, each of which coincides with an island, a group of islands, or part of an island.
- ^ a b c Results for this island are only available in the form of returns certified by the High Sheriff. Results for all other contests have been provided after comparing both the returns certified by the High Sheriff and the compiled returns from the office of the Lieutenant Governor.
- ^ a b c The correct spelling of the names of candidates in this contest was confirmed by the returns published on page 1 of the November 10, 1900, edition of the Hilo Tribune, available from Newspapers.com at https://www.newspapers.com/image/555627647/. Where the names of the candidates provided in the Hilo Tribune are more detailed than those provided in the official returns, they have been included instead.
- ^ a b c d e f g h i j Election expenses as filed with the Secretary of the Territory as published in the 7 December, 1900, Honolulu Star-Advertiser. Amounts are in United States dollars exactly as published in the aforementioned newspaper, which also includes an entry for $25.00 listed with a “W. A. Aiken”, which does not resemble the name of any known candidate and is thus excluded from the tables. Also in the newspaper is an entry for: “Maui Republican Committee, H. P. Baldwin, A. N. Kepoikai, M. H. Reuter, et als., $1,441.75”, which is excluded from the tables as well.
- ^ a b The Hawaiian Gazette, Tuesday, November 13, 1900, Page 2
- ^ While the compiled returns held by the Lieutenant Governor and the returns of the High Sheriff denote 1,984 as the typed number of total votes for this candidate, writing in pencil on the High Sheriff’s returns appears to note an error in the votes cast for this candidate in Precinct 3 of the 4th Representative District. The correct number appears to be 78 instead of 79, which makes the correct final count for George R. Carter 1,983 votes. See Election Returns Delegate, Senators, and Representatives 1900-1920, Series 283 Volume 3, HawaiÊ»i State Archives, Honolulu, HawaiÊ»i (1900), and Series 279 Sheriffs’ Returns, All Islands, HawaiÊ»i State Archives, Honolulu, HawaiÊ»i (1900).
- ^ The returns from the High Sheriff denote 1,808 total votes for this candidate, while a table listing the plurality of votes for candidates denotes 1,803 total votes. The value 1,808 is used here as the returns from the High Sheriff were compiled directly from the returns of the election inspectors. See Series 279 Sheriffs’ Returns, All Islands. HawaiÊ»i State Archives, Honolulu, HawaiÊ»i (1900).
- ^ The compiled returns held by the Lieutenant Governor denote 14 votes in Precinct 7 of the 4th Representative District yielding 1,547 total votes for this candidate with a note to “See Inspector’s returns”. The returns from the High Sheriff denote 19 votes in Precinct 7 of the 4th Representative District yielding 1,552 total votes for this candidate. The value 1,552 is used here as the returns from the High Sheriff were compiled directly from the returns of the election inspectors.
- ^ For Rice W. H., the returns from the High Sheriff list 195 total votes, a table listing the plurality of votes for candidates lists 186 total votes, and the Lieutenant Governor’s compiled returns list 195 total votes. The value 195 is used here as the returns from the High Sheriff were compiled directly from the returns of the election inspectors.
- ^ a b This candidate appears to have been erroneously listed twice with the same amounts in the source for election expenses.
- ^ The entry for this candidate in the source for election expenses says: “$16 (in which is included clerk hire, etc.)”
- ^ For Jonah Kumalae, the first set of returns from the High Sheriff lists 1,091 total votes, the second set of returns from the High Sheriff lists 1,091 total votes, a table listing the plurality of votes for candidates lists 1,085 total votes, and the Lieutenant Governor’s compiled returns list 1,091 total votes. The first set of returns from the High Sheriff marks the typed 256 votes (which appears to have been re-typed over the original text) for Precinct 4 of the 4th Representative District with a note that also says 256. The second set of returns from the High Sheriff crosses out the typed 250 votes for Precinct 4 of the 4th Representative District and writes 256 instead, and crosses out the typed 1,085 total votes and writes 1,091 instead.
- ^ For E. C. Macfarlane, the first set of returns from the High Sheriff lists 650 total votes, the second set of returns from the High Sheriff lists 650 total votes, a table listing the plurality of votes for candidates lists 658 total votes, and the Lieutenant Governor’s compiled returns list 650 total votes. The first set of returns from the High Sheriff marks the typed 151 votes for Precinct 2 of the 4th Representative District with a note that says 159. The second set of returns from the High Sheriff crosses out the typed 159 votes for Precinct 2 of the 4th Representative District and writes 150 instead, and crosses out the typed 658 total votes and writes 650 instead.
- ^ For S. M. Damon, the first set of returns from the High Sheriff lists 593 total votes, the second set of returns from the High Sheriff lists 593 total votes, a table listing the plurality of votes for candidates lists 589 total votes, and the Lieutenant Governor’s compiled returns list 593 total votes. The first set of returns from the High Sheriff includes the number 74 written in pencil above the typed 78 votes for Precinct 6 of the 5th Representative District. The second set of returns from the High Sheriff crosses out the typed 74 votes for Precinct 6 of the 5th Representative District and writes 78 instead, and crosses out the typed 589 total votes and writes 593 instead.
- ^ For Robert Waialeale, the returns from the High Sheriff denote 41 total votes, a table listing the plurality of votes for candidates denotes 41 total votes, and the Lieutenant Governor’s compiled returns denote 42 total votes. The returns from the High Sheriff denote 0 votes for Precinct 9 of the 6th Representative District and the Lieutenant Governor’s compiled returns denote 1 vote for Precinct 9 of the 6th Representative District. The value 41 is used here as the returns from the High Sheriff were compiled directly from the returns of the election inspectors and because it appears most frequently among all sets of returns.
