Earthquake in the Philippines

On 30 September 2025, at 21:59:43 PST (13:59:43 UTC), an earthquake with a magnitude of 6.9 on the moment magnitude scale (Mw ) struck the Visayas archipelago in the Philippines.[1] Its epicenter was located off the coast of Cebu Province in the Central Visayas region.[1]

Tectonic setting

The Philippine Islands are situated within a highly deformed zone between the convergent boundary of the Eurasian and Philippine Sea plates, known as the Philippine Mobile Belt. Along the east, the Philippine Sea plate subducts beneath the islands at the Philippine and East Luzon trenches. Major subduction complexes are also active along the southwestern coast of Mindanao at the Cotabato Trench and along the Manila Trench of the west Luzon.

Running through the Philippine Mobile Belt is the Philippine fault system; a large 1,200-kilometer-long, highly segmented strike-slip fault system. This left-lateral system of faults runs from southeastern Mindanao to northwestern Luzon. Strike-slip deformation within the Philippine Mobile Belt occurs as a result of oblique subduction of the Philippine Sea plate, where the Philippine fault system accommodates much of it.[2] The fault is seismically active and has produced many earthquakes in the Visayas region, including events in 1948, 1990, 2012, 2013, 2017 and 2020.

Earthquake

The United States Geological Survey (USGS) and the Philippine Institute of Volcanology and Seismology (PHIVOLCS) both reported a moment magnitude (Mw ) of 6.9.[1][3]

A maximum Modified Mercalli intensity of VIII (Severe) was estimated by the USGS. According to the USGS’ Prompt Assessment of Global Earthquakes for Response service, approximately 34,000 people were within the zone of intensity VIII, mainly in Daanbantayan, and an additional 3.36 million people were exposed to VI-VII (StrongVery strong) shaking in Cebu and Leyte provinces; MMI VI was felt in Cebu City. MMI V (Moderate) shaking was felt by 10.1 million people across the Visayas and nearby areas, including Iloilo, Bacolod, Samar, Masbate, Bohol and Roxas City.[1] The earthquake was felt as far away as Camarines Sur in Luzon and Zamboanga del Sur in Mindanao.[4]

The Visayan Electric Company reported power outages in some areas.[4] The National Grid Corporation of the Philippines later said that the earthquake severed Leyte, Samar, and parts of Bohol from the Cebu-Negros-Panay grid. It also recorded damage to its Daanbantayan Substation and the tripping of four 230k V transmission lines in the Visayas. Deaths were reported in San Remigio, Cebu.[8]

Response

Schools were ordered closed in Cebu City and Lapu-Lapu City on October 1 along with provincial offices in Iloilo.[9][10]
