5. Expand drafts to the best quality feasable
   1. C-class or finer drafts get published for others to work on; build from there to WP:FA quality
   2. Remaining drafts get shelved or merged
6. Merge short, low-potential, or less notable subarticles into their parents
7. Upload better quality images for storms
8. Develop remaining storms to WP:FA quality
9. Maintain those storms to meet FA critera
