Mattocks was the son of Rev. John Mattocks II and his wife Elizabeth Mattocks (née Brewer).
His paternal grandfather was Vermont Governor John Mattocks I
Mattocks was educated in common schools and an Academy in New York. After completing his preparatory education in 1858, he began studying law at the office of George A. Simmons.
