On April 29, 2023 at approximately 3:30am, officers responded to the area of Martin Luther King Jr. Highway and Hargrove Drive for a collision involving two vehicles in [[Prince George’s County, Maryland|Prince George’s County]], Maryland. The preliminary investigation by the police Collision Analysis and Reconstruction Unit revealed that an SUV, driven by 64-year old Quinton Francis Jr. of Glenn Dale, was traveling northbound on Martin Luther King Jr. Highway, when his SUV collided with another SUV, driven by Angel Jenee Rich, making a left turn onto Martin Luther King Jr. Highway. The Prince George’s County state attorney’s office filed criminal charges against Angel Rich on February 27, 2025. The 5-day trial was held July 21 to 25, 2025, in the Circuit Court For Prince George’s County, presided by the Honorable Krystal Quinn Alves. A guilty disposition to the felony charge of Negligent Manslaughter by vehicle or vessel was delivered. By Maryland]law, that is when a person’s death occurs due to criminally negligent or grossly negligent operation of a motor vehicle or boat. The crime is a felony if caused by gross negligence (up to 10 years in prison and a $5,000 fine) and a misdemeanor if by criminal negligence (up to 3 years in prison and a $5,000 fine).
Angel Rich started her private home detention with ankle monitoring on July 29, 2025 while awaiting her sentencing hearing which is currently scheduled for October 10, 2025. However, on August 20, 2025, there was a notice for Violation of Pre-Trial Private Home Detention and Judge Krystal Quinn Alves subsequently issued a bench warrant for arrest with the [[bail]] amount set to $0.00 and for her to held without bond. On Friday, September 5, 2025, Angel Rich was arrested at the [[Hampton by Hilton|Hampton Inn]] in Stafford, VA at 12:57am by the [[Stafford County, Virginia|Stafford County]] Sherriff’s Office along with the [[United States Marshals Service|U.S. Marshalls Service]] who served the arrest warrant that was outstanding. Francis filed a civil lawsuit case against Angel Rich on August 7, 2025 for Tort – Negligence in the Prince George’s Circuit Court (located in Upper Marlboro, Maryland) on behalf of the Estate of Quinton Francis Jr. In Maryland tort law, negligence is the failure to act with the level of care that a reasonable person would exercise under similar circumstances, resulting in harm to another person or their property. To prove a negligence claim, a plaintiff must establish four elements: a duty of care was owed to the plaintiff, the defendant breached that duty, the breach caused harm to the plaintiff, and the plaintiff suffered actual damages. On September 15, 2025, the attorney for the plaintiff in this civil case filed a motion to default to Judge Robin D. Gill Bright of the Prince George’s County Circuit Court in Maryland. If a plaintiff files a motion for default, the court reviews the case to determine if a defendant has failed to respond or appear. For a case tasked to a specific judge, like Judge Bright, her review will be guided by established legal procedure. Judge Bright will review the plaintiff’s motion and the court record to verify that the defendant failed to respond to the lawsuit within the time limit. The judge may issue an Order of Default, which declares that the defendant is legally responsible (liable) to the plaintiff. At this point, the defendant has officially lost the right to contest the claims against them, but the specific amount of damages may not yet be determined. After an Order of Default is entered, the plaintiff can then ask for a Default Judgment. In many cases, this is also handled by the court. If the claim is for a “sum certain” (a specific, easily calculated amount), a judgment may be entered without a hearing. If the damages are not a fixed amount, the judge may need to hold a hearing to determine the final award.

Early life and education

Rich is a native of Washington D.C,[2] and grew up in the Kingman Park community of Capitol Hill.[3] She received a bachelors degree in marketing from Hampton University,[4] and latert studied Chinese business culture and language at the University of International Business and Economics in Beijing.[4]
Rich started working as a global market research analyst for Prudential in 2009. Rich completed more than seventy studies on financial behavior and sold Prudential her first marketing campaign.[5]
Rich started The Wealth Factory Inc., a company focused on financial literacy through education technology games, during her senior year at Hampton University.[6] In 2016, Rich launched a mobile game app named Credit Stacker. Credit Stacker was named one of the top ten apps in the world by Google.[2] It also received recognition from the United States Department of Education, the National Alliance of Public Charter Schools and the Office of Michelle Obama The White House for “best financial literacy product in the country.”[6]
In 2021, Rich partnered with Experian and launched the app CreditRich.[7] CreditRich is a business that helps consumers raise their credit ratings by offering financial literacy and consultation services.[7] Rich writes, speaks, and coaches people in money matters.[7] Rich was the first Black American woman to establish an institutional partnership with one of the three major credit bureaus.[7] As of 2022[update], the estimated net worth Rich was $50 million.[8] Rich is also the founder of Black Tech Matters and Fintech.[3]
The United Nations recognized her as one of the Top 100 Most Influential People in the African Diaspora in 2018.[9] In 2023, Rich was a recipient of the Presidential Lifetime Achievement Award by the Biden Administration.[10]

Angel Rich and Karl Jones got engaged on July 11, 2021[12] in front of the Lincoln Memorial in Washington, D.C. and were married on February 22, 2022[13] at the Saint Regis Hotel in Black Lives Matter Plaza. Karl is currently the Vice President of Sales and Strategy at CreditRich.[14] The couple have no children and resides in Bowie, MD.
