Vinod Prasad Raturi (born 19 December 1964) is a retired Indian Administrative Service officer of the Uttarakhand 2005 batch. He served in many administrative roles as additional district magistrate, chief city officer, additional secretary and secretary to the Government of Uttrakhandh, and was known for his roles in education policy leadership, revenue,[1] cultural policy, urban governance, language, and legal precedent, and for his significant Supreme Court case on IAS seniority allocation.
Conflict with Political Authority
Raturi’s reputation for fearlessly confronting corruption and political misconduct was evidenced by several high-profile incidents during his service:
Direct Confrontation and Administrative Stand-off
A particularly defining incident occurred while Raturi was serving as an Additional Secretary.
- File Stoppage and Allegations of Pressure (2017): Raturi became embroiled in a highly publicized confrontation involving the Chief Minister’s Nandan Singh Ghughtyal. The conflict centered on a specific administrative file concerning the adjustment of employees from the Chief Minister’s residence into the Secretariat. When Raturi, who was handling the file as Additional Secretary (Secretariat Administration), reportedly refused to process (stop the file) the request, the advisor contacted him.
- Challenging CM’s Name: During a heated telephonic exchange, the advisor reportedly invoked the Chief Minister’s name to exert pressure. Raturi vehemently objected, warning the advisor against using the Chief Minister’s name to influence administrative decisions, which led to a verbal altercation.
- Formal Complaint: Following the heated argument, which continued in the Chief Secretary’s office, Raturi submitted a written complaint to the Chief Secretary (S. Ramaswamy), formally accusing the advisor of abusive behaviour and attempting to exert undue pressure regarding the file. The Chief Secretary acknowledged receiving the complaint and assured an investigation, confirming Raturi’s principled defiance in the face of political pressure.[2]
Early career and cadre allocation
Raturi began his career in the Uttar Pradesh Provincial Civil Services when Uttrakhand was part of Up, serving as additional district magistrate[3] Dehradun, chief city officer.[3]
As Secratary of the State Commission for Protection of Child Rights, Raturi drew attention to widespread infrastructure deficiencies in government schools
—specifically, the lack of functional toilets in approximately 1,600 institutions and absence of drinking water in 733—by directing the Education Department to seek funding to address these gaps.[4]
Following cadre reallocation issues, he was promoted to the IAS[5] in 2018, with a seniority dispute emerging due to delayed induction.[6]
Leadership and oversight
As secretary of the Uttarakhand State Commission for Protection of Child Rights (SCPCR), Raturi formally directed the Senior Superintendent of Police (SSP) Pushpak Jyoti[7] to submit a detailed report within ten days regarding an incident in which a 14-year-old boy was allegedly assaulted by policemen.[8]
As secretary of the SCPCR, Raturi directed the SSP to submit a detailed report by April 18, in response to the alleged mid-session expulsion of 24 below-poverty-line (BPL) students from private schools in Sahaspur block. The students, all first-graders, were reportedly enrolled under the Right to Education (RTE) Act’s provisions (25% reservation for BPL students) and removed despite their entitlement to free education.[9]
In June 2023, while serving as secratary, Language & Culture, Raturi chaired a high‑level review meeting in Nainital focused on welfare scheme implementation at the district level, emphasizing departmental coordination to reach underserved communities.[10] He also led an inspection visit to Pratapnagar, Lambgaon in July 2023, assessing infrastructure and planting a ceremonial tree under a youth cultural initiative.[11]
Contributions to Sanskrit education
Raturi[12] served as additional secretary, Sanskrit Education & Language.[13]
In 2014, he submitted a proposal for a state-operated Sanskrit TV channel, later reconsidered due to budget constraints.[14]
In February 2020, he was chief guest at an inter-college sports event at Uttarakhand Sanskrit University and urged students not to underestimate themselves.[15]
He also chaired a meeting of Sanskrit college principals at Dev Sanskriti University, discussing institutional reforms and a Swachh Bharat tie-up.[16]

Controversies
In December 2021, during the tenure of Chief Minister Pushkar Singh Dhami, Raturi was removed as Secretary of Sanskrit Education after being absent from a cabinet meeting due to official visits in Chamoli–Rudraprayag. Reports noted that no inquiry was conducted prior to his removal.[21]
Post-Retirement Activism (2025)
Following his retirement, Raturi escalated his focus on the Gairsain issue, transitioning from an internal questioner within the bureaucracy to a prominent public activist.
The 2025 Gairsain Agitation
In 2025, marking the 25th anniversary of Uttarakhand’s statehood, Raturi emerged as the key leader of the movement to resolve the long-pending capital issue, serving as the convenor of the ‘Sthayi Rajdhani Gairsain Samiti’ (SRGS).[22]

- Indefinite Sit-in (October 2025): To maintain pressure, Raturi initiated an indefinite sit-in protest commencing October 12, 2025, at Parade Ground in Dehradun. He publicly stated that the agitation would not conclude until Gairsain was formally declared the permanent capital.[26]

Raturi filed a Special Leave Petition (SLP) in the Supreme Court of India (SLP (C) No. 2288/2019, Civil Appeal No. 495 of 2021), challenging a Uttarakhand High Court order directing a review DPC for IAS induction.
