He is the son of Raja Mumtaz Hussain Rathore, a former Prime Minister of AJK, and Farhat Rathore, who also served as a member of the AJK Legislative Assembly. Rathore received his early education in Rawalpindi and later graduated from the University of the Punjab.
Rathore has been active in the Pakistan Peoples Party since his youth and has served as the General Secretary of PPP AJK. He was elected as a member of the AJK Legislative Assembly from LA-17 (Haveli/Kahuta). Over the years, he has held key portfolios, including Minister for Electricity, Minister for Local Government, and Minister for Rural Development.
On 17 November 2025, he was elected as the Prime Minister of AJK, securing 36 votes in the Legislative Assembly following a no-confidence motion supported by PPP and allied parties.[4]
