Cockroach, if you need a page moved over an existing redirect and the move is not something you can do yourself, then the best way get everything sorted is to create a listing at WP:RM/TR. This title is needed for a page I am presently working on, and could push out already since its in start territory. I have full intention to put the proper bidirectional redirects but the current redirect is not needed in the face of a prominent military person needing to be added to this website. User:Bgrus22, you have two options here. You can directly override the redirect with the content of a new article though doing so increases the chance the page will be subsequently listed at WP:AFD. Or you can use the WP:AFC system to submit the draft for review, and if it is accepted everything else will be handled for you. I enjoy personally publishing my pages as a matter of principle. I will be proposing the offending page go to AFD so that I can move mine up despite wanting to expand it beyond the current state. Its ridiculous that a well regarded colonel that has pages in other languages is unable to even be redlinked because of this misuse of site resources. I even said so above, ctrl+f for “Why you would not qualify either of the two methods described as publishing is unclear” you mentioned redlinks in your nomination statement [2] which still did not make any sense to me, but I thought might make sense to someone else as it apparently does to you.

I believe that admin should be brought in at this point. I think you understand that a full page was ready to be moved seeing as it was discussed prior here. User:Bgrus22 admins have no special power over content, it is a procedural role to implement community consensus, see WP:ADMIN. You can ask for other input at the WP:Help desk or some appropriate noticeboard, though seeing as how difficult it is for me to make heads or tails of your reasoning I doubt anyone else will either.

User:Bgrus22, WP:DRN is more about resolving article content disputes than behavior. I will admit that I do not know a good way to deal with situations involving dual filings for both conduct and content. Even if viewed individually, a WP:DRV will go nowhere, and an WP:ANI will be perceived as overkill.

I do not know what “unusual” is supposed to mean in this context, editing Wikipedia is unusual, but I conduct maintenance pursuant to existing policies and procedures, and you will look in vain to find otherwise.
