:I was curious too. This page is used to store the timestamp when [[DeltaQuadBot]] last ran. This timestamp is then used to fetch only new userregistrations since the bot ran last. So it checks for newly registered usernames, and if they match certain filters they get reported to [[Wikipedia:Usernames_for_administrator_attention/Bot]].
