The National Council of Education, or CNEdu, was created in 1982 by Decree-Law No. 125/82, of April 22, as a higher consultative body of the then Minister of Education and Universities, with the purpose of “proposing measures that would ensure the permanent adaptation of the educational system to the interests of Portuguese citizens.”[1]

The National Council of Education is an independent body with consultative functions, with its president elected by the Assembly of the Republic.

It is the responsibility of the National Council of Education to issue opinions, reports, and recommendations on all matters related to education, on its own initiative or in response to requests made by the Assembly of the Republic and the Government.

The mission of CNEdu is to ensure the participation of the various scientific, social, cultural, and economic sectors in the pursuit of broad consensus regarding educational policy (Organic Law – DL No. 21/2015).[2]
