Josiah Howell Bagster (19 February 1847 – 17 October 1893) was a land agent and politician in the British colony of South Australia. He was generally referred to by his full name or as Josiah H. Bagster or J. H. Bagster, perhaps to differentiate him from his father, Josiah Shirley Bagster.
Biography
Early years
Josiah Howell Bagster was born on 19 February 1847 at Ledbury, county Herefordshire, the son of Josiah Shirley Bagster and Elizabeth (née Howell). His father was in business as a stationer. Bagster’s baptism record lists his name as ‘Joseph Howell Bagster’, but throughout his life he was known as Josiah.[1][2][A]
Josiah and Elizabeth Bagster and two year-old Josiah emigrated to South Australia aboard the Caroline, departing from Plymouth in May 1849 and arriving at Adelaide in September.[3] The family settled at Unley, an inner suburb south of Adelaide.[4]
Young Josiah attended S. Webster’s commercial school in Grenfell Street, Adelaide.[4]
Work and local government
In about 1862, when Bagster was fifteen, he began an apprenticeship in the Government Printing Office, where he worked for the following ten years.[1]
Upon leaving the Government Printing Office Bagster “went into commercial pursuits, and dealt a great deal in land”. In later years “his attention had been turned towards agricultural property of a less speculative nature”.[1]
Josiah H. Bagster and Eleanor Winzor were married on 31 December 1872 at the Stowe Memorial church in Flinders Street, Adelaide.[5][B]
He was on the boards of several public companies and the Zoological Society and acted as Director of the Zoological Gardens during the absence of R. E. Minchin. He also sat on the Adelaide Licensing Bench and the Central Road Board.[6]
Bagster served as a councillor of the Unley Corporation for two years in 1877 and 1878, and was elected mayor for the same period.[1]
Bagster was a member of the Central Road Board for nine years. He was a member of the Unley and Mitcham School Board of Advice for nine years. He was also a member of the Licensing Bench.[1]
Political career
He was member for Yatala in the House of Assembly from September 1881 to April 1890.[7]
1881 by-election.[9]
Eleanor Bagster died on 7 February 1884.
Josiah H. Bagster and Mary Ann Harvey were married on 22 April 1885 (his second marriage). The couple lived in Mary Street, Unley.[C]
In about 1885 he was a member of a parliamentary group who visited the Northern Territory.[1]
One commentator described him as able and amiable, but devoid of ideas and lacking forcefulness in speech. He made and lost a fortune and was financially saved by a lucky draw in a Melbourne Cup sweep.[13]
Last years
He died after an operation for an ulcerated lung.[14]
Bagster had been suffering “for some time” from an ulcerated lung. On 11 October 1893 he underwent an operation to remove ulcers from his liver and lungs. Although he was progressing favourably, on 17 October he suffered from a haemorrhage and died within five minutes.[1]
