Local elections were held in Santa Cruz, Laguna, on monday, 11 May 1992, as part of the Philippine general election. The electorate will elect a town mayor, a town vice mayor, eight members of the Sangguniang Bayan, as well as two members of the Sangguniang Panlalawigan, a governor, a vice governor and a representative for the province’s fourth congressional district to the House of Representatives. The officials elected in the election assumed their respective offices on June 30, 1992, for a three-year term.
Background
In the 1988 elections, Rodolfo San Luis and Reynaldo Limjuco were elected to the mayoralty and vice mayoralty, respectively. Both of them won with wide margins against their opponents. Their coalition, PDP–Lakas an attained outright control of the municipal council, winning five of the eight elective seats in the legislature.
Electoral system
Local elections are held in every second Monday of May, every three years starting 1992. Single-seat positions (mayor and vice mayor) are elected via first-past-the-post-voting. The mayor and vice mayor are elected by the city at-large.
Municipal council elections are done via plurality block voting, with eight councilors at-large. There are two other ex officio seats, from the municipal presidents of the Liga ng mga Barangay and Sangguniang Kabataan; usually not held during local elections, respectively.
Tickets
As the mayor, vice mayor and the members of the Municipal Council are elected on the same Ballot, mayoral candidates may present or endorse a slate of candidates. These slates usually run with their respective mayoral and vice mayoral candidates along with the other members of their slate. A group of candidates Independent of any mayoral or vice mayoral candidate may also form a slate consisting of themselves.
