Israel Institute for Oceanographic and Limnological Research – IOLR (in Hebrew: המכון לחקר ימים ואגמים) is a government company and national research institution established in 1967 to create knowledge for the intelligent utilization and conservation of Israel’s marine, coastal, and water resources.

IOLR engages in research and development in the fields of marine sciences (oceanography), lake sciences (limnology), and aquaculture. IOLR operates within the framework of the research institutes affiliated with the Directorate of Research for Earth Sciences in the Ministry of National Infrastructures.[1]

IOLR includes three research institutes:

  • The National Institute of Oceanography (located near Tel Shikmona, near the Ein Hayam neighborhood in Haifa) in a building designed by architect David Yanai.
  • The Yigal Alon Sea Research Laboratory (Lake Kinneret – Limnology – located at the Sapir site, on the shores of the Sea of Galilee)
  • The National Center for Aquaculture (Mariculture and Marine Biotechnology located in Eilat)[1]

In addition, IOLR operates through the “Unit for Science-loving Youth at the Institute for Marine and Lake Research” to bring youth closer to the scientific world, and in particular to marine research.[2]

The Institute for Oceanographic and Limnological Research was established on the recommendation of a committee headed by Prof. Moshe Shiloh, which recommended that all marine research be concentrated under one government institute.[3] The company was founded in August 1966 by Major General (retd.) Yochai Ben Nun, and the building of the National Institute of Oceanography on Tel Shikmona Beach in Haifa is named after him. In February 1967, a research station in Eilat[4] and the Sea of Galilee Research Laboratory at the Sapir site were opened as branches of the institute. In 1969, it was decided to build the institute’s building on the coast of Shikmona,[5] with joint funding from philanthropist Shmuel Lunenfeld and the Israeli government. The building was inaugurated in 1976.[6]

The first CEO of IOLR after Yochai Ben-Nun was Dr. Colette Tzruya, who served in the position until 1988, followed by Dr. Yuval Cohen, who served in the position until 2005. After him, Prof. Barak Herut served as CEO. As of 2024, the company is managed by Alon Zsak.[7]
