Thinking of a magnet and capacitor “vibrating” at the frequency of light is purely an analogy. It’s a way to visualize the exchange of energy between electric and magnetic fields, like an LC circuit oscillates at low frequencies. In reality, light is an electromagnetic wave propagating in space, and no actual magnet or capacitor is oscillating at optical frequencies.
