The 14th election to Hornchurch Urban District Council took place in 1939. The election was for 7 of 13 seats on the council. It was the last regular election ahead of the Second World War and there would not be another election until 1946.

Background

In 1939 seven of the seats were up for re-election:

  • Cranham, 1 seats (out of 1)
  • Emerson Park, 1 seats (out of 3)
  • Hornchurch Town, 2 seats (out of 4)
  • North West Hornchurch, 1 seat (out of 5)
  • Thameside, 1 seats (out of 1)
  • Upminster, 1 seats (out of 3)

There were no elections in the Harold Wood or Rainham wards. These seats were last contested three years prior at the election in 1936.
