On 13 October 2025, after weeks of massive protests a coup d’état by the military unit CAPSTAT—Corps d’armée des personnels et des services administratifs et techniques—[1] took place in Madagascar. Soldiers left their barracks to protect the demonstrators, and the new Chief of Army Staff Gen. Demosthene Pikulas announced that their intention, in coordination with the gendarmerie (led by Gen. Nonos Mbina Mamelison, himself newly appointed by CAPSTAT), was not to take over the government, but rather to maintain order.

Gen. Pikulas declined to state whether President Andry Rajoelina was still in the country. [2] Reuters later reported that he had left, according to the leaders of the protest and other officials,[3] with the French news agency RFI specifying that he had been evacuated by French military aircraft.[4] His destination was unclear,[5] but Dubai in the United Arab Emirates has been bruited.[6] Underlining the chaotic political situation, he dissolved the National Assembly somewhere from abroad (via social media),[7] whereas the opposition party TIM declared its intention to impeach him due his abandoning his post.[8][9]

Peran agreement with Emmanuel Macron of France, that President Rajoelina had been evacuated –Élysée Palace said it was not militarily[9] interfering with Madagascar’s internal crisis, however.[4] By late Monday evening an anonymous source from TIM said that the military was in effective control of the country, and Gen. Pikulas, soldiers having threatened to seize state television, was negotiating at its headquarters.[10]

On 14 October the National Assembly (which Rajoelina had attempted to dissolve from abroad at an undisclosed location) voted to impeach him by 130 votes to one blank ballot. The majority included members of his own party, Irmar. The constitutional court ruled Col. Col Michael Randrianirina, the chief of CAPSTAT, the new leader of Madagascar. He announced that they had seized power (laconically saying “This is the presidential palace”, gesturing behind himself), and declared that the military would form a new government and that elections would take place in two years. Too, Col. Randrianirina declared dissolved the Senate, High Constitutional Court, High Court of Justice, High Council of the Defense of Democracy and the Rule of Law, and the Independent National Electoral Commision.
