I think this is not necesarily so. See for example the links in Template:Ljubljana, St. Paul’s Church or City Hall (disambiguation). In any case, I’d recommend disambiguation with ‘Velenje’ instead of ‘Slovenia’, although ‘Velenje, Slovenia’ would be ok too. —Eleassar my talk 09:39, 9 September 2012 (UTC)[reply]
