These qualifying rounds will involve Liga 4 clubs in each province, run with the regency/municipal qualifying round first in July during the pre-season, then the provincial qualifying round the following month. All matches must be held simultaneously without any follow-up on the date determined by the PSSI headquarters.
The draw for the qualifying rounds, held only once in each region, must be conducted by the PSSI Provincial Football Association (Asprov) for the province level and the PSSI Regency/Municipal Football Association (Askab/Askot) for the regency/municipality level before each round starts.
38 provincial champions from the qualifying round and 24 clubs from Liga Nusantara, with a total of 62 clubs, will play home-and-away over two legs, no extra time and penalty shootout.
31 clubs are the winners of this round. Separately, one best ranked winning clubs advance to the third round, while the remaining 30 clubs advance to the second round.
The draw for this round will be held at the PSSI headquarters. The provincial champions from the qualifying round and the Liga Nusantara clubs are combined into one pot and drawn randomly. In the pot, there are 62 balls, namely balls number 1–24 for 24 clubs from Liga Nusantara in alphabetical order and number 25–62 for 38 provincial champions in alphabetical order of the provinces’ name.

At the draw for this round, each of the two pots contains 15 numbered balls, pot A contains numbers 2–16, and pot B contains numbers 17–31. The number on the ball is the ranking of the best winning club based on its standings.

At the draw for this round, the numbers of club are combined into one pot and drawn randomly. In the pot, there are 16 balls, namely ball number 1 for the club that qualifies directly for this round and namely balls number 2–16 for the winner of the match in the previous round in order of the number. The conductor does the same as the first round from this round until the final draw.
8 clubs from the previous round and 20 clubs from the Championship, with a total of 28 clubs, will play against each other in each single-legged match with a penalty shootout used to determine the winner if necessary. The winners qualify to the fifth round.
At the draw for this round, the numbers of club are combined into one pot and drawn randomly. In the pot, there are 28 balls, namely balls number 1–20 for 20 clubs from the Championship in alphabetical order and number 21–28 for the winner of the match in the previous round in order of the number.
This round is a single-elimination tournament in which 14 clubs from the previous round and 18 clubs from the Super League, with a total of 32 clubs, will play against each other in one-off matches with a penalty shootout used to determine the winner if necessary. That knockout system will be used from this round onwards. The winners qualify to the fifth round.
At the final draw, the numbers of club are combined into one pot and drawn randomly. In the pot, there are 32 balls, namely balls number 1–18 for 18 clubs from the Super League in alphabetical order and number 19–32 for the winner of the match in the previous round in order of the number.
Two clubs from the semifinals will play against each other once in a centralized venue. The winners and champions qualify for the AFC Challenge League, either AFC Champions League Two if Indonesia are in the top 9 of the East zone in the AFC club competitions ranking.
Notes
I-League will change its format to the Super League, Championship, and Liga Nusantara starting in the 2027/28 season by the newly elected PSSI chairman.
In the final standing of the Super League regular series, the winners and runners-up will bye to the semifinals of the championship series and be given the direct slot for the group stage of the ASEAN Club Championship, while the third- to sixth-placed clubs will qualify to the elimination play-offs.
