There’s a half-open merge proposal (with no corresponding talk page discussion), but I think a merge is optimistic; I can’t find any coverage of this journal at all outside of citations to its articles, even allowing for not-strictly-independent description of the journal by its current or former editors. So, I think a redirect to Birmingham City University would be inappropriate and deletion is preferred.
